With upwards of 40 delegates on a committee there have to be some rules to make sure that a debate runs smoothly. During a session a resolution is debated. You'll get to a good level of understanding very early on in a debate, but a few strange-sounding phrases are used during a debate.

Motions

A motion is basically a means for a delegate to interact with a speaker or the chair: there are several types of motion:

Point of Information

This is basically a question which a delegate asks a speaker. It must be phrased as a question, and the chair will announce when you are allowed to make them. If you want to make a point of information you raise your placard in the air.

Point of Order

If you think that a speaker has said something which is offensive in some way, you can make a point of order at the end of his speech.

 

While you're on the floor, you should keep quiet, in the interest of the speaker. If you need to communicate with other delegates you should use a note; admin staff will convey it to whichever delegate (or the chair) you wish to recieve it.
